New York, April 24, 2020 – In the few short months since its discovery, COVID-19 has left a lasting impact on the global economy—an impact that will continue to be felt well after the pandemic has passed. In the U.S. alone, over 22 million people have filed for unemployment at a rate that has not been seen since the Great Depression, wiping out decades of job growth throughout the country. Among those hit hardest by the spread of the virus has been small businesses and entrepreneurs who have had to transition to working remotely or risk shutting down entirely. In a survey hosted by Envolve Entrepreneurship in March 2020, 98% of small business owners surveyed reported having business directly impacted by COVID-19.

As the country works to stave off an economic collapse, the U.S. Small Business Administration and the U.S. Department of Treasury have worked together to provide relief to thousands of small businesses through the creation of the Coronavirus Aid, Relief, and Economic Security (CARES) Act. Passed by Congress on March 27, the CARES Act—currently composed of a first tranche of $2.2 trillion and a second installment of $484 billion approved by Congress just this week—is designed to afford small business owners and entrepreneurs the opportunity to continue operations throughout the pandemic. What are the differences between this first and second installment of funding, and in what ways has the proposed $484 billion been envisioned to go further with less?
